Paul Kilgas was named director of compliance at UCF in May 2022 after arriving as assistant director in August 2016.
In his time at UCF, he has been the staff expert for both amateurism and eligibility while holding a myriad of additional roles. He is currently the lead for the men’s and women’s basketball, track and field, cross country, and volleyball teams, having also worked with the baseball, men’s golf, and women’s soccer teams. Kilgas serves as the campus contact for Undergraduate and Graduate Admissions, Registrar’s Office, and International Student Services (UCF Global). Perhaps his greatest success as a member of the athletics compliance office has been his implementation and development of a robust intern program, which has produced an FBS director of football operations, multiple Division I compliance officers, and a recipient of the prestigious NCAA Postgraduate Internship.
Prior to joining the Knights, Kilgas led the compliance office at Samford University in Birmingham, Alabama, as the director of compliance in 2015-16. While at Samford, Kilgas was the point of contact for all compliance issues for 17 varsity sports teams. He revolutionized the Bulldogs’ practice and competition monitoring system, leading to a jump from 44% to 92% student-athlete response rate on practice logs. He also established himself as a skilled educator, leading not only coaches’ rules education sessions but also playing a prominent role in facilitating departmental staff meetings.
Kilgas got his start in compliance upon being named a postgraduate intern in the enforcement department at the NCAA national office in 2014. He spent the following 15 months processing and adjudicating Secondary/Level III violations, eventually being named to enforcement’s academic affairs task force and participating as an investigator on multiple major infractions cases. His pre-compliance athletic experiences include stints in athletic academic services at Northern Illinois University (2014) and the University of Wisconsin (2011-13).
A native of Neenah, Wisconsin, Kilgas attended the University of Wisconsin for both undergrad and law school. He received his bachelor’s degree from UW in 2010 while competing as a baseball student-athlete and earning NCBA club All-American honors before adding a Juris Doctor in 2013. He is licensed to practice law in Wisconsin.
